No appointment is necessary. Applicants are seen on a first come, first served basis, and must have properly completed paperwork verified by staff before their name can be added to the wait list. Please plan for wait time.

If you are planning to travel in 14 days or less, you must apply for a passport in person at a U.S. Passport Agency or Center. Those closest to Frederick County are located in Washington, DC and Philadelphia, PA. You must make an appointment in advance by calling 1.877.487.2778. Passport processing time may vary depending on the season. Visit https://travel.state.gov/ for actual processing time.

CAN I APPLY AT THE LIBRARY?

You are eligible to submit an application with us if at least one of the conditions below are true:

  • You are applying for your first U.S. passport.
  • You are under the age of 16.
  • Your previous U.S. passport:
    • was issued when you were under age 16.
    • was lost, stolen, or damaged.
    • was issued more than 15 years ago.

If none of the above statements apply, you may be eligible to renew your passport by mail using Form DS-82

Please note: The passport application process can take 20-60 minutes per applicant. More time may be required for complex applications involving citizenship, parental guardianship, or last-minute travel needs. You may be asked to return at another time if the passport acceptance agent cannot complete your application prior to the office’s closing times as listed below.

WHAT YOU'LL NEED

All applicants MUST be present including children and infants. Two parents must be present for children ages 0-15 .

  1. A completed, unsigned DS-11 passport application filled out in black ink. Do not sign your passport application ahead of time.
  2. Any previous U.S. Passport book or card.
  3. Proof of U.S. citizenship, such as a birth certificate or naturalization certificate. Original or certified copies only, no photocopies.
  4. Current proof of identity, such as a Maryland driver’s license. Visit travel.state.gov for other acceptable forms of proof of citizenship and identity, including name change documentation.
  5. A photo that meets the guidelines set by the U.S. Department of State.
  6. Two forms of payment: A check or money order to the U.S. Department of State for each application, and a check or card for FCPL fees.

FEES

Department of State passport fees are payable by check or money order ONLY. A separate check, payable to the U.S. Department of State, is required for each application. Amounts vary depending on the product you need. See the chart below.

All passport acceptance facilities have standardized fees. FCPL’s fee is $35 for each passport application submitted and is payable by separate check or card.

Sorry, no. We cannot handle Visas. A Visa is an endorsement or stamp placed by officials of foreign countries on a U.S. passport that allows the bearer to visit that foreign country. Foreign entry requirements vary by country. Visit travel.state.gov for details.

Yes, but all children under age 16 require both parents or legal guardians to be present during the application process. If one parent/guardian cannot be present, a signed and notarized Form DS-3053 Statement of Consent for Issuing a Passport to a Child must be provided. Birth certificates must be submitted for all children showing parental relationship, even if the child has had a passport previously. For more information about obtaining passports for children under age 16, please visit travel.state.gov.

Sorry, no. Frederick County Public Libraries does not accept or process passport renewal applications (Form DS-82). Persons eligible to use this form should mail it to the National Passport Processing Center as instructed on the form or apply online at travel.state.gov.
