Frequently Asked Questions
Cards are free to:
- anyone who lives or works in Maryland
- anyone with a valid card from any of the following libraries:
- cities of: Alexandria, Falls Church, and Washington D.C.
- Virginia counties of: Arlington; Fairfax, Loudoun, and Prince William
Out of State residents may obtain a card for a one-time fee of $40.00.
Proof of name and address required. Children under the age of 14 must have parent/guardian’s signature in order to obtain a library card. Parent/guardian must provide proof of his/her own name and address.
Cards expire if not used in 2 years. Library users are responsible for lost or damaged materials, and parents/guardians are responsible for all materials borrowed on their child’s card. Replacement card $1.00. Report change of address or phone number to your local branch or change it yourself in our catalog.
Proof of Address Examples:
- Valid MD driver's license or state ID card
- A current piece of mail addressed to you
- Current paystub
- Current utility bill
- Lease agreement of property title
- A printed check
- MVA Change of address card
Steps for getting a library card
- Fill out our Online User Registration form in the online catalog.
- Once you've received your Temporary ID number, visit any FCPL Branch to pick up your permanent card. You may use your Temporary ID number to place a hold on up to three items.
- Proof of address is required. For a child without proof of address, a parent's proof of address is needed.
- The cardholder must be present to receive a library card.
The Library does accept donations. Please call your local branch for additional information.

Volunteers at Frederick County Public Libraries must be 14 years or older and Volunteer Opportunities vary from branch to branch. To find out what opportunities may be available, call the branch closest to you and ask to speak to the Branch Administrator.
Requests can be made at any of the Information desks of the libraries. You can also make requests through our Suggest a purchase form. Please give the library as much information as possible about the items you are looking for the library to purchase.
FCPL offers email newsletters about programs and resources specialized for General Interest, Children, and Teens. The Library also published a printed newsletter called Bookmarks, available in your branch or online.
FCPL can process payments through cash, personal check, or credit card. The credit cards we accept include: Visa, MasterCard, Discover, debit cards requiring signature (not PIN), and cards issued by US Banks (we do not accept American Express). We accept credit cards for fines, lost or damaged item charges, collection referral fees, and Friends of the Library tote bags. We can't accept credit cards for Friends of the Library memberships, bad check fees, or interlibrary loan invoices from other libraries. There is a $5.00 minimum purchase requirement on all credit card transactions. Payments can be made in person at any FCPL branch location or online.
Patrons can check out up to 75 items at a time, including DVDs, per card.

- Go to our online catalog
- On the dark blue bar click on the button named "My Account"
- Click on "Renew my Materials"
- Enter your library card number (printed below the barcode) and PIN.
- Click on "List Charged Items". You will see what you have checked out and when each item is due.
- You then have a choice:
- renew selected
items by clicking on the box to the left of the titles you would
like to renew and then clicking on "Renew Selected Items"
- renew all items out by selecting the button that says "Renew all"
- renew selected items by clicking on the box to the left of the titles you would like to renew and then clicking on "Renew Selected Items"
- When done make sure you click on the "Logout" button on the light blue bar.
- In our catalog, search for the material you want to reserve.
- When you find the item you want, click on the "Details" next to it.
- Click on the "Place Hold" button on the left hand side of the screen.
- Enter the full fourteen digits of your barcode from your library card and your PIN in the appropriate boxes.
- Make sure that the little drop down menu shows the branch where you want to pick up the material. The default is set to C. Burr Artz.
- Click on "Place Hold".
When the material is available for pickup, you'll receive a notice. If you’ve given us an email address, the notice will be sent there; otherwise it will be mailed to the physical address in your account record.

“My Account” lets you:
- see what you have checked out and when it’s due
- renew things online
- place holds on items you would like to check out and see when your holds are available for pickup
- update your address, phone number, and email information
- view your fines
You will need your library card number and PIN to access your account.
Go to our online catalog. In the upper right corner of the search page, enter your library card number (printed below the barcode) and PIN and click the “Login to your account” button.
It will bring up a box with the following options: "Review my Account", "Need a PIN?", "Renew my Materials", and "Change my Address"
If you access your account while at a public computer, remember to Logout when you are finished.
If you have never gotten a PIN (Personal Identification Number), you will need to visit an FCPL branch for assistance. Please be sure to have a photo I.D. handy, or if you are a minor without an I.D., a guardian with a photo I.D.

If you provided the Library with a valid email address, you can click on the Forgot Your PIN? link on the My Account page of the Catalog. After you input your fourteen (14) digit library card number without spaces an email with a link will be sent to the email address on your account. Once you click on the link in your e-mail you will be sent to a page where you can reset the PIN.
If you do not have an e-mail address on file you must reset your PIN in person at any of the branches. Please be sure to have a photo I.D. handy, or if you are a minor without an I.D., a guardian with a photo I.D. For security reasons we are unable to reset PINs over the phone or via e-mail.
These changes can be made either in person or electronically through the library catalog. Click on "My Account" then "Change My Address". You will then be presented with a form for changing your email, street address, city/state, zipcode and phone number. After making the desired changes make sure you type in enter the full fourteen digits of your barcode from your library card in the "My ID" field before clicking on "Send".
If you are not receiving your email notifications from the Library, it is possible that your email provider sorts Library Notices as “spam or junk" mail and sends these to a junk mail folder. Contact your Internet Service Provider and ask for instructions on how to allow notices from email@example.com to be on your “safe” list or to be delivered directly to your Inbox.
A user who has 3 or more overdue items for one month or more and/or unpaid bills that are over $20.00 is prevented from checking out any items, placing holds, logging onto the public computers, or using our online ebooks collection. Other services may also be impacted. The user should contact the Library Circulation Desk either in person or on the telephone.
Usually a user is Barred when the address, phone number, or email address on his or her record is not correct. (Occasionally this occurs when a spam filter blocks email messages from our catalog. If you use a spam filter, please make sure to add firstname.lastname@example.org to your safe list.) Barred users are prevented from checking out any items, placing holds, or using our online ebooks collection. Other services may also be impacted. You may contact the Library Circulation Desk to update your information and restore access your account.
Adult cards are issued to people 18 or older, and juvenile cards to people under 18. Adult cards are required to check out “R” rated movies.
- Login to your Account (You will need your library card number and PIN to access your account)
- Click on "Review my Account"
- Click on "Holds"
- Select the title you want to change the pickup location of by clicking on the box to the left of the item.
- Uncheck the "Cancel Selected" box under "Edit Selected Hold Options"
- Select the new pickup location from the drop down menu
- Click on Edit Selected Holds when done

Yes. Public computers with word processing functionality are available at every library branch. We are transitioning to offering Open Office including Writer (word processing), Calc (spreadsheet), and Impress (presentation) on all public computers with session times of 30 minutes or longer. Computers that can record information to CDs and read USB storage drives are also available at each branch.
The Brunswick Library is currently the only branch offering outgoing fax service for $1 per page. All other branches are located near businesses offering faxing services. These services can be located in the Yellow Pages under the heading of "Fax Transmission Service."
All FCPL branches have public use computers with internet access, basic office software functionality, and printing capability. You must use your library card and PIN number to log into the computers, which have session time limits to ensure that everyone has a chance to access the computers. At some branches, "Express computers" allow quick computer access for up to 15 minutes without logging on, but are not connected to printers. Internet use at the public computers is governed by the Internet Policy.
Yes, the public computers that require logins are all connected to black and white printers. However, the 15 minute express computers are not attached to printers, and people with laptops cannot connect to our printers over the wireless network. Printing from public computers costs $0.20 / page, paid with money you add to the same account you use to log on to the computers.
Yes, the photocopiers cost $0.20 / page and accept cash only.
FCPL does not offer home internet service, but a state service called Sailor offers free dial-up internet service accounts to Maryland library card holders. These accounts last for 180 days, and can be renewed in 180 day increments.
